The Integration of Electronic Administrative Judiciary with Artificial Intelligence in Iraq: Towards an Intelligent Digital Administrative Justice System

In light of rapid digital transformations, there is an urgent need to modernize the mechanisms of administrative justice in Iraq by integrating artificial intelligence technologies into electronic administrative judiciary systems. This study aims to clarify the conceptual and technical foundations of what is known as the "intelligent administrative judiciary," analyze the current reality of administrative justice in Iraq, and explore the potential for integrating AI solutions and digital tools into its institutional and procedural structures. The study also examines the most pressing obstacles to this transformation, including weak infrastructure, lack of a regulatory legal framework, limited technical capacities, weak digital culture, and cybersecurity challenges. Accordingly, the study proposes a comprehensive set of legislative, technical, and administrative solutions that could pave the way for an efficient digital administrative justice system in Iraq, drawing upon pioneering international experiences and proposed legal approaches.
